The property, which was bought by the Crockers in 1977, has been under construction since early 1978. Faulty foundations necessitated a complete excavation for the house which the Crockers have attempted to do themselves. Chief Building Inspector Bill Jones, who visited the property Monday, reported much of the work completed and stated that Crocker hopes to have the exterior work completed by July 15. But the noise and dust has been bothering the neigh- bors. A letter from the British Properties Home- owners Association stated that neighbors had had the use of their own patios and gardens restncted for three years because of tractor noise and construction dust and debris. Deputy Municipal Manager Bob Collier asked when neighbors could expect relef. Euphrosine Keefer, who lives next door to the Crockers, told council she had originally bought her home in order to compose music and complained that Keep Canada Beautiful she cannot work because the tractor noise makes the house shudder. She had been told construction would be finished by August 1980, she said. Municipal manager Terry Lester said that had the work been contracted out it would have been finished much sooner. “The site’ has remained unsightly much longer” because Crocker did the work himself, Lester said. Council voted that the property in its present state is a nuisance and gave the Crockers until July 15 to complete the work. If it is not finished by then, municipal crews will go in and finish the work at the owners’ expense. Alderman John Hum- phnes said he was always sorry to be involved in dusputes between neighbors.
