Ald. Joan Gadsby made
the comment Monday,
following the council meeting
at which second reading for
the rezoning bylaw for the
Pemberton Waterfront pro-
posal was defeated by a 6-1
vote.

Gadsby said Council could
have insisted that the group
change its food market pro-
posal back to the fish market
as specified in the terms of
reference for a fisherman’s
wharf facility. The public
food market proposal was
the only deviation from the
original terms of reference,
and. the component of the
wharf that led to its defeat?

‘I’m sure the developers
would have agreed to chang-
ing to the fish market. They
attempted to respond in a
positive manner to all of the
questions raised,’’ said
Gadsby. ‘I feel Council
didn’t give them a fair
shake... if Council was so
against the food market, it

competition for the Lonsdale
Quay,’ said Gadsby.

Earlier in the meeting,
Gadsby proposed a resolu-
tion calling for a second
public hearing on the scheme
in order to give the
developers a chance to
answer concerns raised at the
first public hearing.

that Council did not give the
proposal a democratic
treatment.

discussed ad infinitum and
you’re right, there was a
deviation in the proposal,
namely to change the fish
market into a food market,’’
said Baker. ‘‘That gives us
sufficient grounds to defeat
this proposal.”’

Any new proposal by the
Pemberton Waterfront
Development Group would
be considered under a new
bylaw. In the event the group
re-applies for the develop-
ment scheme, a new public
hearing would be scheduled.
