WEST Vancouver
moved a step closer
Monday to approving a
smoking bylaw that will
make all public places
non-smoking in the
year 2000 — except
one.

The West Vancouver b
again calls for 70% non-smok-
ing areas in licensed establish-
ments — including restau-
rants, pubs and cabarets — on
the date the bylaw is enacted.

From 1998 ta 2000, the
non-smoking area is phased in
at 10% a year until fued and
beverage businesses becorne
100% smoke-free at the turn
of the century.

But smokers won't
completely smoked out. A
portion of the West Vancouver
bylaw calls for smoking
rooms. Under the bylaw, up
to 50% of 'a food and beverage
business’ space can be desig:

The proposed bylaw  re-
ceived third reading Monday
night, although Coun. Pat
Boname and Coun. Diana
Huichinson opposed it.

cil Monday night spoke p
sionately on both sides of the
smoking issue. For some, Ike
West Vancouver pub owner
Dave Crown, it boils down to
an issue. of jobs and fair com-
petition. He said that since his
pub upgraded the ventilation
system five vears ago, it has
not had a single smoking-
related complaint.

He said 70% of his cus-
tomers smoke, and the loss of
that business and the friends
thar go with them would
bankrupt him.
