THE YEARS from 1903 on North Vancouver District)... There was a frenetic real estate activity, with land changing hands at ever higher prices. But virtually all of it was concentrated in a small area along and near Lons- date Avenue. And this core form- ed what became, on July 1, 1907, the City of North Vancouver. Maps today reveal the City as an oddly-shaped enclave, its uneven borders determined by the size and placement of existing district survey lots. So intertwined are the District and the City, however, that — especially for an outsider — it’s virtually impossi- ble to tell when you cross from one to the other. Now the District's skein of his- tory would become difficult to untangle from the City’s. And there was more change to come. (it is interesting to note that Moodyville, which had be separate from the City and the District, was incorporated within the City in 1915.) The District had to cede quite a lot to its little offspring: the Municipal Hall, other municipal buildings and lots, several parks, Street ends and waterfroutage, a ferry, wharves and slips, the whole water system, office fur- niture, fire-fighting and road- making equipment, street lamps Options for MAKE NEW friends, learn new skills) and participate in your community by volunteering. But there was no doubt the District had been severety weakened. Even after the city was incor- porated, the District was still big — it surrounded the new city like a giant, upturned bowl — but much of it was still undeveloped, and the entire region west of the Capilano River lacked a_ direct connection to the prosperity of the City. Keith Road had originally ex- tended from Deep Cove to Eagle Harbour, but it was little used and had become overgrown. The bridges to Eagle Harbour had been washed out by floods and there was no money to rebuild. Francis Caulfeild had settled at Skunk Cove (now Caulfeild Cove in West Vancouver) in 1899 and built a wharf there which allowed for east-west travel by water. Soon the pretty fide coves and bights of the western reaches of the District were at a premium. In a replay of the scenario that had resulted in the 1907 breakaway of the City of North Vancouver, the western-most por- tion of the District was being hungrily eyed by real estate speculators. They believed local administra- lion of this desirable region would advance its progress more rapidly, and the provincial government of the day agreed. In 1912, the municipality of West Vancouver was created, and suddenly the District was smaller still. But, by 1914, the problems of this tiny corner of British Colum- bia were of litthe concern.
