Former Philipines foreign
minister has harsh words

A POOR economy in the Phillipines has caused
socia! upheaval, said the country’s former foreign

minister Arturo Tolentino.

told the News Friday that
communist terrorist groups
are challenging the present

and taking over smali towns.

“The main problem,”’
Tolentino said, ‘is that
economic difficulties in

it would solve the insurgency
