= West Van responds | to Cuff assessment Catherine Barr Contributing Writer A reorganized internal structure, new job descriptions and an annual review of senior positions highlights ; West Vancouver's official response to George Cuff’s municipal organi- zational review. “I am picased to submit the results of coundi’s extensive cliberations with respect to the recommendations put for- ward by Mr. Coffin his July 12 (corporate review) reports,” said Mayor Pat Boname. The 13-page synopsis was released without discussion or debate last Monday during counal’s regular meeting. A three-column chart out- lines int brief detail the title, rec- ommendation and council response to each sub-section contained within the Recommendations for Council section (part A), and the Recommendations for (part B). In fot, council has responded directly to over 70 issues raised in the report. Still, many items appear to be lack- ing in derail. In a section titled Role of the Mayor, council has agreed for the office of mayor in any public setting. The response reads: “(Council’s) conformity with the recommendation will reflect the measure of the mayor’s fulfillment of the spe- cific matters identified by the consultant, including the essen- tial need for consistent com- munications benveen them in their separate roles.” In a section uted Role of the CAO (Manager), council has again accepted in principal Cuff’s recommendations. Council has directed the man- ager “to p a plan of rcor- ganization tor the delivery of Municipal services” and to amend job descriptions. Yearly performance reviews will also be conducted for all senior level managers. Council has however reject- ed the idea of having only .vo monthly meetings instead of the current four. It has further rejected the section regarding a corporate prioritics committee and has domissed the recom- mendation that council imple- ment “the proposed organiza- tion structure.” : Calling the newly proposed structure “cumbersome” “slow,” council has instead chosen to use the manager’s reorganization process to improve service delivery. This public response pack- age formally marks the end of council's involvement in what has been described by the mayor in the past as a long and dificult process. “Since (September), we have carefully reviewed and considered each of the recom- mendations put forward by Mr. Cuff,” said Boname. “This has now been completed and the results are attached hereto for public receipt.” The organizational review, better known as the Cuff report, was commissioned by council last year in January. It was the first major corporate review for West Vancouver in 25 years. CulfPs final assessment included comments about senior management, the role of the mayor and council criti- cism. He concluded that the involved paities lacked an understanding of their roles and needed a better decision- making process and sense of direction. But the publicly released version of the Cuff report was stripped by Lidstone Young Anderson, municipal solicitors, ar.2 contained lirge gaps, miss- ing paragraphs, and blank spaces. This step, according to Mayor Pat Boname, was neces- sary in order to protect individ- uals from being identified. The move drew fire.
