Your March 10 editorial Road Risk eonchided with a
remark that is relevant to the proposed Montroyal cen:
nector: “We have aright to drive on well-designed
roads. Anything less is negligent.”.

The connector is soca well-de. igned road, His at
low-cost, below standards road conaining several seri-
ous design deficiencies:

There is a right angle coraer at Rockland and
Lonsdale;

B Rockland/Prospect/Montroyal isa hidden intersec-
tion combined with steep approach grades:

Bi Several curves between Prospect and Delbrook do not
have adequate sight distance for the speed many peuple
travel,

City raise wrong

I checked the geometric design of the proposed con-
hector against the most recent Canadian and American
geometric design standards. The proposed design tails
to meet either.

If standards are not met. it is relatively easy to prove
negligence.

The unspoken cost versus personal risk threshold
you describe in your editorial is heing applied. Although
a safer, alheit more expensive, configuration exists, it
was eliminated by restricting the scope of the last study.

However, neither council nor the public was tald that
their safety is being traded off to get a low-capital-cost
road with high future liability costs. :
