North Van District council ap- proved stratification of the towers in 1974, Some years later Daon started to sell 99- year leases on the suites to individual investors, of _ whom there are now several hundreds, At the samo time -—- as @ tax-saving measure for the investors — Daon bought back 10-year Jeases and thus remained, to all outward appearances, the landlords. .
