Van council downzoning decision AN ATTEMPT to slow down subdivision and infill housing in an established West Vancouver neighborhood through down-zon- ing ran into strong opposition recently. Responding to By MAUREEN CURTIS Contributing Writer numerous complaints from the Sinclair Street neighborhood about the negative effect subdivision and infill replacement housing is hav- ing on local character, West Van- couver District Council came up with a proposed zoning change that would increase the minimum lot width from 50 feet to 75 feet and the minimum site area from 6,000 sq. ft. to 9,000 sq.ft. This means that a property homeowner hoping to subdivide his property would have to have a minimum site width of 150 feet, compared with the currently re- quired 100 feet. But at a Sept. 18 public hearing, a barrage of complaints were aired by Sinclair Street area residents unhappy with the proposal. Several had, as a result of the proposed zoning, applied for sub- division of their properties under the current regulations ~—- even though they have no immediate plans to subdivide. — “It is unfair that 1 should be penalized for what has already taken place. Monroe, a 30-year resident, said that he didn’t want to subdivide, but thought that his heirs might like to in the future. His neighbor, Don Calder, said that a better way to stop the pro- liferation of ugly infill housing would be to have better control of demolition permits and design ap- proval. Norma Sorenson, who lives with her husband on two 67-foot lots on Sinclair Street, argued that they would suffer a ‘‘financial penalty’’ if unable to subdivide when they are currently surrounded by several other 50-foot lots. A 50-year resident of the area, she said many of the local propo- nents of the downzoning idea were more recent residents on smaller properties that couldn’t be sub- divided under the present laws. “Those who stand to lose nothing can be quite expansive in their views,”’ Sorenson said. Two lawyers speaking on behalf of area residents also argued that the people supporting the new zon- ing were living on properties that could not be subdivided. But Ald. Mark Sager pointed out that it would still be possible for a developer to amass two such properties and subdivide into three new lots. Others argued that it was selfish for current residents to live in and enjoy an area, but then feel they can subdivide when they sell out.
