per 24, 1993 ~ North Shore ‘sit Sunday, Oct0 Dear canadian A personal message As I've travelled across Canada, | have 7O Canmne Gs aeuaas fr GER listened to you speak about the kind of ; 7m Canada you want to live in. At the heart of Preston matters, you have said that you want real and positive change, so that you and your families can better fulfill your dreams and aspirations. Through Reform, positive change is now much closer than we imagine. As more and more Canadians choose constructive change and reject “politics as usual”, vicious and false attacks on Reform increase, i am writing you to ask you to reject the politics of fear practiced by the old-line politicians, and urge you to support the positive change than Reform represents. Reform’s sroposal to balance Canada’s books offers bape. \t's common sense that you can’t horrow your way to prosperity, only to bankruptcy. By controlling government spending, eliminating waste, and setting spending priorities, we will be on the road to lower taxes, to good jobs, and to saving the social programs that we all value and need. Reform’s proposals to save social programs offer hope. Canada’s social programs are the envy of the world, but | because 0: 20 years of out-of-control government spending, the programs are in trouble. Reform is facing up to the problems by discussing them with Canadians, and by pledging to preserve full federal funding for our highest priorities, including health care. Like you, we want quality health care when we need it, regardless cf our personal financial situation. Reform also wants to save Ue heart the heart of our pension system so seniors can feel secre about their future. Reform’s proposals to restore democracy to the politicai system offers hope. By giving the people the power to recall their MPs, politicians will be accountable to us, both morally and legally; and by holding referendums on major issues, including referendums initiated by the people, Canadians will be heard al/ of the time, not just at election time. And Reform’s commitment to the equality of all Canadians is our pledge that no federal policy will discriminate against anyone because of ". race, language, culture, creed or gender. mS | Refornt’s proposal for a responsible minority government, sensitive to the wishes of the people, offers - bope. Twenty years of irresponsible majority governments has given us chronic unemployment, a mountain of debt, high : ‘:.faxes, and a political systems that locks Canadians out. The Liberals are now demanding another majority in Parliament. — » Reformers believe this demand should be rejected. Mr.. Chrétien has refused to tell Canadians about his intentions, He has ~~ said, “Let me win the election and after that, you come and ask me questions about how I run a government” (Calgary Sun, Oct. 20, 1993). Canadians have a lot to fose from an irresponsible, blank-check majority government run by the Jberals, and a lot to pain from a responsible minority government kept honest by Reformers. : . We can make a responsible minority government work by “breaking the back” of party discipline and making it possible to ~ defeat a government bill without defeating the government. Finally, for Minority Parliament to work for Canada, the Balance of ” - Power must be held by federalists, not separatists. This means that, in the nex: Parliament, Bloc Québecois members must be ~ outnumbered by Reformers. - You can reject the politics of fear, embrace positive change, and help make a responsible minority government work, by . ‘Supporting your Reform Party candidate on Oct. 25th. You can make this election count by voting with the courage of conviction for what you believe to be right for yourself, your children, and your country. _ Yours sincerely, : Preston Manning
