Canada as yet has no de-inking plant to recycle newsprint and all of New Life's material goes to South Korea, which relies totally on imports for raw materials. And now the price they pay for recycled papers has been slashed in half. Both District and West Van are: enthusiastic about the recycling operation and are anxious to see it con- tinue, considering it ecologically - if not economically - sound. and a significant factor in reducing the ‘garbage volume which has to be cleared by the municipalities. Culver says he has ap proached the District various times about the service's financial plight and has been told each time to come -back with a specific proposal. New Life is currently losing $200 a day. An nN evaluation of the District Collection service which had been'-due to be varried out after.a six month trial period was: never made. Culver issued a final ultimatum July 30 which was considered at last Monday's meeting: Hand over $24,740 immediately ($10 per ton for each of the 2,474 tons collected to date) and pay $15 per ton for all newspaper collected in future or the service would close Friday, August 14. However, the council was advised .that the Municipal Act prohibits 1t from assisting an industrial or commercial business and that wu would not be able to pay vetroactively for services received in a former budget year. Culver thought council was giving him nothing more than “verbal sympathy” and as such was being “near- sighted”. A report from Mayor Don Bell to District council stated he felt the request for future assistance was reasonable and that he would support a contract for services over a three-month period, to be followed by a full reveiw.
