Snug Cove plans Dear Editor: To understand how the recent massive changes to Snug Cove came into being, one must read GYRD Director Gail Taylor’s Oct. 6, 1988 Prorzosal for Revitaliza- tion of Snug Cove, Bowen Island, a5 rammed through the Advisory Planning Committee (APC) on a motion made by then APC member, now Islands Trustee John McLeod, without public in- put in compliance with Mrs. Taylor's request and presented within days to the GVRD by Mrs. Taylor as having been sanctioned by the electorate. A review of the public process undergone (or overlooked) in the introduction of this ‘‘vision’’ is enlightening to say the least and will be shared in a subsequent let- ter should it prove necessary. A copy of Mrs. Taylor’s report was recently given to me. The near psychic accuracy it contains is amazing. One of the drawings in it is from the north side of Government Road of Rondy Dike’s Union Steamships Com- pany restaurant/marina/convenie - nce store/pub and chandlery. A perfect likeness of this magnificent new complex is displayed and is accurate in every detai? but one; che Snug Cove Cafe is missing. his is either an oversight or Gail’s ‘‘vision’’ of Snug Cove has yet to come to complete fruition. There is an overview in the report of Government Road show- ing a cul-de-sac and the start of a loop road. Not iust any loop road, but the very same one the Snug Cove Planning Committee’s hired planner recommended nearly two years later. One could lay drawings of what Mr. Dike also calls the cul-de-sac area over Mrs. Taylor’s sketches and find they match precisely. One of the two Orchard cabins that Director Taylor’s GVRD Parks Committee had torn down is not shown in the report’s over- view, and I'm sure the other would not have been either if the drawing had depicted a_ wide enough area. This also is amazing- ly psychic since the cabins were demolished over a year later. Fortunately for Mr. Dike, the two he owns were sketched in and are still standing. The pen is mightier than the buiidozer, ap- parently. Sadly, Mrs. Taylor’s report did not show both marina proposals for Snug Cove. The other marina (which, in contrast to its rival, is Canadian-owned) is not shown at all in spite of their efforts to be included in Gail’s thoughts and federal low-interest loan requests. Anyone refreshing their memory by re-reading the report will quickly recall there was no rcom for such trivia as a marina’s na- tionality when taxpayer’s dollars are concerned. While the Official Community Plan specifically calls for an en- vironmental impact study to he done before any dredging in Snug Cove can commence, the dredging is only one instrument in Mrs. Taylor's well orchestrated plan. It is unfortunate that the Snug Cove Revitalization Plan was not a yank in Gail Taylor's platform when she was clected. The out- come of the election would likely have been different if it had. ft is my firm belief that due process was ignored when Director Taylor's ‘‘vision’’ was initiated. Bowen residents were not given the chance to review the report until after the fact. It is also my firm belief that to continue to funnel public dollars into her ‘‘vi- sion’? — which is, when all is said and done, a plan that benefits in near exclusivity one private enterprise by turning Snug Cove into. a one-man water park would be complete betrayal of voters’ trust and a tota! misuse of public funds. And it is my firm belief that before any further ‘‘progress”’ is made on this ‘‘vision,’? Bowen residents must be given their rightful opportunity to ask ques- tions of the author and anyone else from pubiic office involved in an open public forum.
