The North Vancouver com-
pany's drivers, along with those of
the It other cab companies that
make up the Taxi Owners Associa-
tion of B.C. (TOABC), are picking
up fares in municipalities outside
their licence areas, notably in the
downtown core, in open defiance
of MCC regulations that forbid
suburban taxi companies fromm
picking up fares in other
municipalities without firm prior
arrangements.

Over 100 tickets have thus far
been handed out to TOABC cab-
bies for breach of MCC regula- ee :

Offending companies have also
received letters from the MCC
stating that if cabbies break the
law, they will face more tickets and
the companies they work for will
face possible show-cause hearings,
at which their licences could be
revoked.

“The laws are wrong,’' Hughes
said. ‘‘We have sent a petition to
the MCC saying what’s going on.

The cabs are breaking the law to
provide the service that is needed.’

While breaking the law on one
hand, members of the association
have also applied to the MCC to
have their operating areas expand-
ed to include the entire Greater
Vancouver Kegional District
(GVRD), said MCC Commissioner

He added that the MCC had no .

Hughes claims the present ser-
vice is inefficient and if the laws
were respected the customer would
suffer.

The three downtown cab com-
panies cannot provide sufficient
service to the booming Expo
business, Hughes said.

But Black Top Cabs general
Manager Vince Chessa says no cab
company is above the law and
there are plenty of Vancouver taxis
to service the area: ‘‘Why doesn't
he (Hughes) just sell cocaine, there
is more money in it.”’

Hughes feels the whole industry
should move away from the cur-
rent local licencing system, which
prevents cabs from picking up
fares except in their licenced areas,
in favor of a metropolitan sy. em,
in which all companies can com-
pete in each other’s back yard.

But according to Craig, ‘‘Mr.
Hughes will do anything that is
good for Mr. Hughes.””
