Basically, the-Act is designed to ensure that Indian bands enjoy full tithe to their traditional ltands---a policy endorsed by all fair-minded fellow Canadians. Accordingly, the eastern half of Ambleside Park, which was arbitrarily removed from the Squamish Reserve 60 years ago and includes the entire southern bank of the river, was returned to the band. In law, therefore, the band is perfectly en- titled to treat non-Indian fishermen on its restored real estate as trespassers. For that matter, it would now be equally within its legal rights to build a fence across the middle of the park and exclude’ non-Indians altogether from the area east of the duck- pond. Law-abiding white citizens must natu- rally respect these rights possessed by their Squamish Band neighbors. We suggest, however, that the ‘‘neighbors’’ concept involves something more than legal technicalities alone. Indians themselves have full access to the white man’s world---its public land, services and institutions. They can fish the waters, roam the parks and travel the highways that belong to ALI Canadians...work in the white community, attend its schools and rep- resent it in Parliament. And so it should be ina multicultural country like Canada. Being good neighbors is a two-way pro- cess. Hopefully, that’s the spirit in which the overall Ambleside Park situation will even- tually be resolved.
