The News has obtained a copy of a letter on the subject written by the minister to the mayor of Hazelton on May 11, 1984, which states: ‘‘The business licensing provisions of Section 512 of the (Municipal) Act specifical- ly disallow imposition of a licence where two rooms or less are rented.’’ Since few homes, in practice, have more then two rooms available, this categorical ruling would ap- pear to cover the vast majority of cases. Where more than two rooms are let, the minister concedes that municipalities MAY require a business licence, but adds: ‘‘This seems unnecessary unless the facility is of a sufficient size that the principal use as a resi- dence is overtaken by the renting of rooms.’’ And Mr. Ritchie goes on to say: ‘‘From a community point of view I perceive the pro- vision of bed and breakfast accommodation as a pleasant income generator for couples whose children have left home or ... simply have empty rooms. It can be a nice way to meet people from outside the community and to extend social contacts.”’ Believing a man’s home is his castle, The News has consistently advocated freedom for local residents to provide bed-and-breakfast on a modest scale without bureaucratic inter- ference. The responsible minister himself clearly endorses that freedom. North Shore councils please take note!
