June 17. 1984 - Narth Shore News BEE editorial pag ¢ Ni NEWS VIEWPOINT Facts vs. fantasy hoever’s credibility suffered last week over the issue of West Van’s foreshore lease agreement with the province, it wasn’t council’s. The 30-year management lease, replacing the former ‘‘recreational’’ lease, gives West Van, for the first time, administrative con- trol over its own waterfront -- an obviously desirable situation in view of the love affair of West Van residents with their scenic shoreline. The attack on council’s integrity by speakers for a_ self-styled ‘‘Combined Ratepayers Committee’’ would have been of serious concern, had it corresponded to reality. The speakers charged, in particular, that the lease could involve West Van in huge liabilities over the next 30 years. The reality is evidence produced by council that it is negotiating a clause in the lease enabling it to opt out if necessary, ‘‘without cause’’ and at short notice. ~The critics warned of the cost to taxpayers ef oil spill clean-ups -- to which council rightly retorted that it must, in any case, move swiftly to help its own citizens in such disasters and recover costs later via the responsible authorities. One speaker even fantasized about the theoretical dumping of dredged material on the waterfront by a senior government as the site fer a ‘‘Coney Island’’ midway. Since the Cro OWNS the foreshore, this highly improbable development could, of course, take place regardless of any lease. Justifiable criticism of council always has our support. In this instance, however, it’s the critics who seem to have neglected their homework. Think positive! he U.S. has been plagued by twisters and floods.
