The following details should set the record straight and help put thelr “research” In context. TAX CUTS it Is correct that | stated in the North Shore News on August 18, 1993 that a tax cut should be offered once the budget is balanced, but the Liberal claim that “Mr. White has since flip- flopped on this point” is a strange one. tn fact, Reform policy remains that same as it was in 1993. No tax cut can be offered until after the budget is balanced on March 31, 1999. The budget surplus in the year 20G0 would then be used by Reform to make a first payment on the enormous federa! debt, an average $2,000 annual tax cut toa family of four, and a $4 billion increase in transfers in support of medicare and education funding. \t's all detailed in Sections 1 and 2 of Reform'’s Fresh Start Plattorm. ATTENDANCE IN PARLIAMENT Apparently a Liberal somewhere has calculated that | had “the eighth worst attendance record in Pariament” - a rather vague statement considering that it does not specity whether it applies to a particular week when | was in the Riding attending cornmunity events, whether it appties to a multiple set of votes on a single day, whether it applies to actual days in Ottawa in any one year, or even why it is important. However, the records at the Office of the Reform Party Whip confirm that I wes in attendance at Parliament well in excess of the number of days thai I was scheduled to be there, that I completed ali of my speaking commitments in the House (and many more besides), and that I never came close to the permissibie number of days out of Ottawa during a session. Besides, all MPs are forced to miss votes from time to time, but the plain fact is, because of the massive Liberal majority in the last Parliarnent, and the complete lack of a free voting process on the Government side, being Present for a vote made absolutely no difference to the outcome. A conscientious MP does more than simply sit in Pariament all day of course, and North Vancouver voters at the time of the last efection know that | promised to spend as much time as possible in my community, a promise | have kept. i am not the type of MP who spends all his time sitting on a chair in the House of Commons, acting as a mouthpiece for Ottawa. HEALTH CARE According to Liberal research, | had written in the North Shore News that a Reform government would permit “user fees...[and} private sector clinics” - and it would “completely replace the CPP." In fact, the correct quotation, trem one of my weekly reports on a range of different options for medicare reform, was “Some provinces..,.might decide to introduce user fees for specific services, and others might even permit private secior clinics to operate in parallel with the public system.” it is important to remember that user fees and private clinics are in the PROVINCIAL domain, so no federal government could force a province to make such changes. Reform would not PREVENT a province from deciding, in consultation with it residents, to experiment with alternative methods of funding the medicare shortfall, but we have also promised to restore $4 billion cut from the system by the Liberals over the past 3-1/2 years. Yes, Reform does want to replace CPP, but with a much superior pension system that would provide pensions at least five times as generous as those under CPP, whi:e at the same time giving individual plan ownership to contributors, Sea Section 5 of Reform's Fresh Start Platform for more details. RACISM The most absurd part of the piece written for the “Voice” by Mr Kinsella was the innuendo, and/or allegation that | am a racist because of my brief membership in the Western Canada Concept Party in 1983. As you all know, | have never concealed my involvement with the WCC, which was a property registered and recognized Party at the time, and which was supported by many good citizens who were outraged at the Trudeau “finger salute” to Westemers, and the National Energy policy. It is an incredible feat of logic though to equate this with racism. In fact, in 1987, the Edmonton Sun was fined $30,000 in the case of Christie versus Geiger and Edmonton Sun for publishing an article suggesting that the WCC was racist and connected to white supremacy groups. The Appeal Court judge stated that the evidence demonstrated clearly that there was no such connection, that the plaintiff was defamed in a libellous article, and that tite defendant was malicious in the comments it made. (A full copy of the court transcript is available from my office.) | asked Mr Kinsella to apologize for what he wrote about me, something he has chosen not to do, which | guess says more about him than it says about me. However, the North and West Voice has graciously agreed that a rebuttal is warranted, and will print that rebuttal in its May 16, 1997 edition.
