C2 - Sunday, March 11, 1984 - North Shore News THE APPLICATION of sound business practices has been credited with allowing North Shore Continuing Education to end 1983 with a balanced budget. Dr. Doug Ledgerwood, Director of Continuing Education, reported to the North Van- couver School Board that the balanced budget was achiev- ed despite a drop in enrolments. He attributed enrolment dechnes beginning in 1982 to “the economic recession which has reduced people’s disposable income’’ and to *‘sharp fee increases.”’ The goal is to break even, said Ledgerwood. To meet this goal, general interest courses ‘‘must be completely self-sustaining. Each course carries fees that allow us to pay the instructor’s salary, the costs of supplies and a portion of our overhead. If Balanced Continuing E fee income is insufficient, the course has to be cancelled.’’ He added that, besides the fee hikes, imstructors§ ac- cepted salary decreases dur- ing the past year. According to his report, 1983 enrolment was 13,257 compared to 14,704 in 1982 and 15,112 in 1981. Enrolments steadily increas- ed during the 1960’s and 1970’s to the 1981 high. Cur- rent figures indicate a pro- bable “‘bottoming out’’ of the decline, he said. The Ministry of Education continues to contribute grants which help reduce the fees for academic (adult senior secondary), English as a Second Language, voca- tional and community educa- tion courses. But tuition fees must cover most of the direct costs. How much tuition hikes have contributed to the drop lucation in enrolment will be studied between now and August, Ledgerwood said. ‘‘Certainly we will not increase fees. It is almost equally unlikely thar we will lower them.”’ Continuing Education, which holds most of its classes in public school buildings throughout North and West Vercouver, hires roughly 250 instructors. As many as 400 courses are of- fered in a semester. North Shore residents with no schoolage children can sull ‘‘gain a direct return on the tax dollars they con- tribute to schools”’ by taking Continuing Education courses, Ledgerwood said.
