Both nations, he said, should jointly negotiate for a larger share of growing markets in developing na- tions. Canada, he said, must begin negotiations im- mediately to tmerease the Japanese auto industry's in- vestment and parts purchas- ing in Canada. “IT believe the Japanese m- dustry must be prepared to Participate in our market if they want continued access to our consumers. “The Japanese face and accept quotas in other markets. In almost every other market — markets smaller than ours — they face rules that require them to invest in other markets.” He said if the Japanese were unwilling to accept such conditions “then quotas should and must be con- sidered.” Grossman warned the Canadian auto industry representatives they must stop bickering and begin working together i foreign competitors.
