FROM PAGE A12 pensive, Thompson com- ments: “I don’t think it is so expensive that it is prohibitive.” The cost of doing without could well be even greater, he conjects. “We have had a lot of opportunity to look at places where the problem wasn't looked at until it was too late — like the north-eastern United States, where ocean dumping of garbage was the common thing. Cleaning up the mess after the fact is a far more expensive way of doing things than preventing it in the first place.” Though incineration might vastly reduce the garbage problem, landfills would probably have to continue on a limited and Public mustchoose tightly controlled basis, to accommodate waste im- practical for incineration. Thompson says that to that extent, landfills are “a necessary evil at this point of time.” *He sees other ways of reducing volumes of waste, which would require a rethink by society, as they would involve source separation of garbage. Thompson thinks the way to go is a combination of composting organic material, recycling reclaimable commodities and burning other garbage. He says he wants District to become serious about recycling and says he thinks any problem of public un- willingness to participate could be overcome. Peaple become educated much more quickly if they face Ee penalties for failing to separate their garbage at source, he maintains. Thompson says he is reluctant to oversimplify the problem and adds that in- cineration requires careful planning. “You have to make sure you're not just taking a water pollution problem = and making it an air pollution problem.” But approached right, he sees no reason why it could not operate effectively and even offer municipalities the opportunity to recover heat and create power. The decision though, has to be made by taxpayers as well as municipal politicians.
