Crist fai set agenda By Martin Millerchip Contributing Writer ” mill COMB DEBATE over what one councillor sees as his “democratic right” to add business to the North Vancouver District Council agenda in a timely fashion got testy on Monday. Coun. Ernie Crist failed to gain support for his ongo- ing quest to amend council policy and guarantee that motions and i¢perts submit- ted by councillors appear on the agenda within two weeks. Only Coun. Pat Munroe continued to vote with Crisc on the issue, which council defeated in a previous go- round on March 10. At that meeting, the majority of council agreed to ive Mayor Don Bell, who the authority to set the agenda under council policy, an opportunity to continue informing council of the sta- tus of their motions if not on the agenda. On Monday, Bell contin- ued to argue that council is better served by debating motions that have the benefit of the appropriate staff reports than by debating a motion and then asking for a report. But Crist told council such a system “brings the worst out in me.” Said Crist: “T’m going to have attacks of paranoia. I shouldn’t have to waste my time e chasing my own motions.” Crist said his paranoia dated from the previous administration and Mayor Murray Dykeman’s “banana republic” habits of deferring motions and never bringing them back. He told the News: “Don Bell is playing games. By pre- venting certain motions com- ing forward he is manipulat- ing the outcome of certain issues. He sat on amalgama- tion for months.” But Crist’s aggressiveness in debate (“Don’ t speak so much, you're talking too much, Mr. Mayor.”) lost the support of councillors who were considering a four-week compromise for getting items on council’s agenda.
