The NDP leader says reducing uzemploy-
ment is more important at the moment than
reducing the $35 billion deficit. He wan<s Ot-
‘tawa to spend an extra $6.8 billion right away
on direct and indirect job creation, and fet the
deficit rise temporarily,

This, he promises, would gererate 300,000

‘new jobs per year and reduce the jobless rate
by.2.5% annually. His proposal includes $850
million to assist communities with new public
and private projects, and $600 million for new
community or environmental work for young
people. Plus $2 billion in tax breaks for mid-
die and lower income Canadians.

According to NDP arithmetic, $5.8 million
would. be recovered quite quickly though the
tax system. And in due course ever-increasing
government tax revenues would allow deficit
reduction.

The risk, of course, is simply that it might
not work. Government-directed job creation
schemes have a poor track record to date. If
Mr. Broadbent’s scheme followed the sa:ne
pattern, the deficit—ultimately a future tax
burden—wouild soar by a further $6.8 billion

with litte or nothing to show for it.
Even so, 'as advocates of courage in attack-

| (Ing Canada’s woes, we.can’t dismiss ,Mr.
; ~ Broadbent's plan out-of hand. If he can pro-
- duce firm evidence that its arithmetic is prac-

tical and not just an enticing theory, it at least
deserves: consideration.

from West Van fast month.

dict of 17-year-old’ Sean
Wardell, one of a yroup of
32 West Van Secondary stu-
dents who, with socials
teachers Barry Lindahl and
Shirley Mortell, spent the
last week of’March in Len-
ingrad and Moscow.

There’ were a few
highlights. Sean’ personally
got a.kick out of the art

; gallery at the Czar’s Winter

Palace in- Leningrad, rich in
the’ works of such masters as
Leonardo Da Vinci and

~Michelangelo. The visitors
“ were impressed by the huge

size of the Kremlin complex
which they toured. ‘They at-
tended a circus’ ‘performaiice,
droppéd in on a Communist
school, traipsed through the
Lenin Museum--‘‘full of
Lenin garbage,’’ comments
Sean--and duly admired the
Moscow subway  architec-
ture,

The so-called shopping
centres, including Moscow's
famous GUM emporium on

‘Red Square, were a hig let- ¢

down. ‘‘Self cerve’’ is
unknown in the often ornate
edifices where customers are
separated from the mer-
chandise by clerks at desks,
like teilers in a bank. In be-
tween the set-piece visits and
tours, organized by the om-
nipresent Russian Intourist
guide, there was little of in-
terest to do except walk the
dull grey streets near the
hotel, in frigid Moscow
temperatures, among people

_ they. couldn't talk to, Sean

found the unsmiling natives
depressing and their drab,
colorless clothes ‘‘awful'’,
Not even any pretty girls by
western standards: no
make-up, no hairdo’s, no
“style’? of any kind. “No-

body,’ he summed up,
“seems enthusiastic about
anything.’’

By contrast, London--
where they spent the second
week of the tour--seems to
have been a ball. They were
given the full treatment: the
Tower, St. Paul’s, the Ab-
bey, Buckingham Patace, the
British ‘Museum, Madame
Tussaud's, Hyde Park's
‘*speakers corner’, the
King’s Road market, shopp-
ing at Harrod’s: and the
way-out hit show ‘‘Cats’” at

last Sunday with his fellow
travellers. A confirmed
booster of holidays in Bri-
tain. But. disappointedly
convinced that the U.S.S.R.
is still several light years
away from threatening the
tourism industries of western

Europe, Mexico, Hawaii or
