Last year 177 daycare cen- tres shut down in B.C. Re- cent estimates are that there is a waiting list of about 500 for daycare places on the North Shore. Of the 24 daycare centres on the North Shore, most have average waiting lists of 20. Alderman Ernie Crist told Monday’s council meeting: “There is a great need in cer- tain areas for day care facilities, and existing facilities are not inspected as they should be.” This lends urgency to the matter, he ad- ded. Council was considering the recommendations of the North Shore Ad Hoc Daycare Committee, a group composed of concerned citizens and education, Much of the responsibility for solutions to the daycare crisis was placed on the pro- vincial government when aldermen debated the matter Monday. But after heated debate, council also decided to look at taking action of its own by investigating the idea of zon- ing trade-offs for developers who provide. daycare and other social facilities. The “bonussing” scheme would attempt to entice developers to provide the amenities by offering them zoning breaks which” would allow higher building den- sities in exchange. The urgency for more daycare facilities is due provincial funding cutbacks. Changes in welfare policies by Human Resources Minister Grace McCarthy declaring many single parents employable if they have a child who is over six months have led to more and more mothers looking for work, under the threat of welfare payment cutbacks. The group said cutbacks in community college fun- ding might lead to cuts in early childhood education programs and recommended increased government fun- ding at this level. Inspection staff should be increased because of a lack of fraud in- spectors and generally more resources should be made available for daycare, the committee maintained. The group also called for integrating the daycare aspécts of the three provin- cial departments — Health, Human Resources and Education — that presently deal with child care. Some aldermen argued that the development “bonussing” proposal was unnecessary as it would automatically be considered over the next couple of years, since District is cur- rently reviewing its entire zoning policy. However the motion in- structing District staff to look into the possibility of zoning incentives in ex- change for social amenities squeeked through by a 4-3 vote. Council also voted to ask the provincial government to review the funding of daycare centres and en- courage the establishment of more facilities.
