cals back development Eight single-family lots proposed for Seycove Marina ‘INDIAN ARM boat commuters and Deep Cove residents on Panorama Drive favor a redevelopment proposal for Seycove Marina that would include eight single-family lots carved out of the 17-acre (6.9-hectare) parks, recreation and open space (PRO) site. They packed Tuesday night's North Vancouver District Council meeting, lining up at the microphone to register their sup- port during the public question period. _ And while council rejected the wording of a motion that some councillors criticized for appearing to pre-judge the issue, they agreed - that a public information meeting should be held by the developer. Planning staff had asked coun- cil to indicate its willingness to proceed with rezoning and OCP (Official Community Plan) amendments based on a revised ’ proposal from marina owner K.J. Kim. . - The commuter dock at the marina is the only access many _full-. and part-time residents of ‘Indian Arm have to their proper- ties. NORTH VANCOUVER DISTRICT COUNCIL by Martin Millerchip reported cost of $120,000, but he also threatened that he would not renew commuter moorage leases, citing safety concerns with the di- lapidated floats and unsafe boating practices of some Indian Arm boaters. indian Arm Ratepayers Association representatives countered that they were being used as pawns in Kim’s develop- ment struggle with council. But on Tuesday night several boaters commended Kim for his ‘integrity’? and efforts in im- proving the security at the marina. Others reiterated the need to ensure yéar-round access to In- dian Arm. “The survival of the marina is vital to all of us,’’ said Sunshine Falls resident Bill Morrison. The commodore of the Deep Cove Yacht Club (DCYC) also spoke in favor of Kim’s rezoning proposal, pointing out that marina plans would provide for moorage of larger boats than DCYC can accommodate. DCYC presently has a two- to three-year waiting list for moorage. ' But Coun. Janice Harris said the anticipated Seycove Marina Gadsby had asked the commit- ‘ tee to obtain a legal opinion on whether it was proper to allow several businesses to encourage the public to exercise their right to vote in the Saturday, Nov. 20, municipal election. Companies ‘such as Shoppers Drug Mart. and Canada Safeway have agreed to promote the up- coming election in their advertis- ‘ing flyers, although neither com- pany is endorsing any candidates. But Gadsby suggested Dykeman could be in.a conflict of interest because he once owned a Shoppers Drug Mart franchise. “I said 1 want to avoid a con- flict of interest. Murray had video commercials (for..Shoppers Drug upgrade cannot be directly linked to Kim's rezoning application for his property. Harris said that council's deci- sion on whether to proceed with a rezoning and public hearing pro- cess after the Sept. 15 public in- formation meeting should be based on the appropriate land-use of what is at present recreationally zoned property. “What about ‘Stand by your plan?’ ’’ Harris asked the News, referring to the district OCP. Margot Long, Kim’s site plan- ner, confirmed in a July 26 letter to district planning staff the separation of residential and marina developments while em- phasizing the attractiveness of the proposed marina improvements. “The marina development, al- though it is not part of this rezoning submission, will have a total of 120 parking stalls, with landscaping, new floats and piers, as well as a small park/picnic area for commuters. and pleasure boaters.”’ Kim himself has stated in cor- respondence that the ‘‘most crit- ical problem. remains in the marina’s deteriorated condition. ‘“We believe our moderate pro- posal for low density single-family lots is a reasonable means for funding and achieving a long-term solution.”* Many of the Panorama Drive sesidents who spoke in favor of the development proposal feared increased traffic from alternative land use such as a park. “Panorama Drive is no more: than a lane. Park access would be almost impossible," said Tom Hudson, Mart) going prior to the last elec- tion. “Murray got upset. My feeling is if someone gets upset, then they might have something to hide,”’ said Gadsby. . But Dykeman said he resented Gadsby’s accusation. “It was an inappropriate com- ment. Gadsby just continued’ her tirade. I just said ‘enough of that’ and excused myself,’’ said Dykeman. ' He added that he gave up. his Shoppers Drug Mart before he was elected mayor. The council committee turned ' down Gadsby’s request to seek a legal opinion on the issue from "district lawyers.
