10 - Sunday, October 5, 1986 - North Shore News SHOULD MANAGEMENT BE IN UNION? W. Vancouver School Board debates principal positions WEST VANCOUVER School Board (WVSB) is having a nard time deciding whether or not its principals and vice- principals should remain members of the B.C. Teachers Federation (BCTF). The 8.C. School Trustees Association (BCSTA) is asking all school boards in the province to let it know how each school district fecly about principals and vice- principals being a part of BCTF. After all the feedback from the different school boards has been received, the BCSTA will come out with a position paper on the topic. The subject was brought up for debate at Monday's WVSB meeting but the board failed to form an official position on the issue. While some board members felt principals and vice-principals were in a conflict-of-interest position by remaining BCTF members, other board members said it was a hard choice to make. WVSB chairman Michael Smith said there are arguments to be made for and against principals and vice-principals being BCTF members. “TY think there’s a case to be made for having the principals and vice-principals remain in a teacher organization because they are principal teachers by definition,” said Smith. On the other hand, he said a ‘“‘management person’’ is needed in each school and management personnel should not be a part of unions. Trustee Margot Furk said she has always felt’ principals and vice-principals should not be BCTF members. She argues they are managers and therefore should be a part of the ‘‘management team’. “It’s very difficult to properly administer a school district when your first line managers are in fact responsible for supervising and evaluating,’’ said Furk. Trustee Barbara Howard said it’s difficult for her to make a decision on the issue because there are pros and cons to both sides. —PET CORNER— D.O.N.A.T.E. gorgeous grey Jong hair cat") is illustrated) phone Doris Ore (987-9055). Smith said the WVSB will be formulating a position on the issu soon, probably at its next meeting. West Vancouver Teachers Association president Kit) Krieger said that although his membership has not discussed the issue, he is aware that principals and vice- principals might find themselves in conflict-of-interest positions by staying in the BCTF. He admitted the BCTF will be hurt financially if principals and vice-principals are told to resign from the BCTF and stop paying membership dues. “The big concern is that if prin- cipals left the BCTF they could become managers and not ad- ministrators,’’ said Krieger. He added that the BCOTF has come ovt with a position paper of its Own saying principals and vice-principals should remain as Meriubers. North Vancouver School Board had earlier voted to tell the BCSTA that they are against hav- ing the principals and vice-prin- cipals remain as members of the BCTF.
