On that date, Shaw Cable 10 will move from its current channel 10 designation to channel four. ABC programming now on channe! four will then be carried on channel 17. The move follows Canadian Radio-Television and Telecom- munications Commission (CRTC) approval of CKVU’'s application to broadcast ‘‘over the air’’ on chan- nel 10. CKVU subsequently began broadcasting on the channel 10 frequency Sept. 1. The Van- couver-based television station originally applied to the CRTC to move from its original UHF chan- nel 21 a year and a half ago. CKVU, which originally went on the air September, 1976, made the application because broadcasting from a basic band channel would make its programming available to a larger audience. With CKVU’s move and the re- quirement of Cable 10’s communi- ty television licence that it broad- cast from the basic television fre- quency band of channels ‘two to 13, Shaw Cable 10 was obliged to move to one of three remaining unimpaired stations available in that range. CRTC regulations require that all Canadian and community tele- vision stations be carried on unim- paired channels. Channel 9, for example, is broadcast on the same channel that it would be picked up on without cable service. Channel eight is therefore con- sidered an impaired channel because two signais are being car- ried by one channel and reception can be distorted. Fowler said Shaw's community channel had a choice of three clear channels: ABC’s channel four, NBC's channel five and PBS's channel nine. “We decided against moving to channel nine because that station carried the most programs not duplicated on other channels. So it was a toss up between ABC and NBC.“ Fowler said Shaw management settled on displacing ABC “‘because of NBC's current popu- larity and because, of the two, ABC carries the most shows that are duplicated on other channels.” As a result of the channel shuf- fie, Shaw's Cominunity 100 will become Shaw Cable Television. ABC will move to channel 17 and the ethnic programming currently carried on that channel will move to channel 28. Cable channel 10 will then carry a video television guide. Fowler said that though ABC will be carried on channel 10 in Vancouver, distortion of the signal on the North Shore, especially above the Upper Levels Highway, makes that option unacceptable for local community broadcasting. The exile of ABC and Monday Night Football to channel 17 wil! not remove that programming from the majority of North Shore television sets, according to Fowler. He said a Shaw survey con- ducted three years ago indicated that 60 per cent of North Shore residents had television § sets capable of picking up channels two to 36. ‘We estimate that number to be closer to 70 per cent now,'’ Fowler said.
