Some Property owners in’ British Columbia may consequently be uncertain as to how this affects their right to appeal their property assessments. Accordingly, 1 would like to clarify that the right to appeal a properly assessment has not been diminished by the introduction of the new assessment cycle. In 1984 the Provincial Legislature approved a_ bill streamlining the property assessment and = taxation system to improve the quali- ty of property assessments while at the same time reducing costs. Under the new procedures, properties are to be completely feassessed every two years, rather than every single year as had previously been the case. In the second year of the eycle, rather than a complete Teassessment of property, there will only be an up- dating of assessments to ac- count for physical or title changes such as new con- Struction, renovation, demo- lition or subdivision. The ef- fect of these new procedures is that in 1985 changes were made to the assessed values of only about 33,000 of the 1.3. million properties in British Columbia. Under both the old and new assessment cycles, ex- tensive rights of appeal have been available. Persons not satisfied with their assess- ments may appeal to a local Court of Revision, the Assessment Appeal Bourd and ultimately, on points of law, to the judiciary. Unde the old assessment cyete such appeals could be initi- ated every year because assessments were changed every year. Under the new {two-year assessment cycle, most property assessments remain unchanged in every second year and therefore some New propert assessment cycle starts araw: consequential revisions to the appeal procedure have been implemented. Under the modified appeal Procedure, anyone can ap- peal an assessment ins the first year of the two-year cy. cle. In the second year, anyone can appeal an assessment that fas changed, Appeals are also possible in cases where the assess. ment was not altered, but which should have been altered under the cules for updating an assessment roll in that year. For example, where a building has been demolished and na assess- ment notice received, an ap- peal may be made to have the assessment revised to uc- count for this chanze. Finally, anyone who did not appeal an assessment in the first year can appeal an unchanged assessment in the second year. The only restriction placed on assessment appeals is that those property owners who utilize the appeal procedure in the first year of the cycle may not re-appeal unchang- ed assessments in the second year.
