Industries. such as elect- ronic, pharmaceutical, ship building and craft industries, to mention only- a few, .are not only relatively clean and more labour intensive, but can also be attractive as the. . Kodak plant in Lynnmour testifies. As far back as 1965, whtn the existing zoning bylaws in the area were passed, concern existed that the indusrial areas of the District should not be open to oil. farms and refineries. This concern was expres- sed for many reasons, not the least being the noxious and harmful side effects that may result could cash in handsomely as a result of its recreational and environmental potential. There are other reasons. Council has not resolved the future of the Maplewood area even in a ‘‘broad fashion and the proposed plant will have a considerable impact on this neighborhood. That Council. is proceeding with this development again that they are simply incapable of dealing with the larger issues. Noone is arguing that chemical plants must be placed somewhere. There are areas within the Region where they could well be placed; after all, we do have a GVRD Planning Staff, maintained by taxpayers’ money, to make recommen. dations to that effect. What's more, this kind of development will have an impact on the whole of the North Shore. It is fairly apparent that the chemical plant and related plants will have far reaching ramifica- tions in terms of land use policy and will strengthen the ‘Chemical Complex mentality’? on the North Shore, i.e. the domino effect.
