Al6 - Sunday News, December 7, 1980 Pe mailbox ee Downzoning denies justice Dear Editor: A little reporting (like a little knowledge) is a dangerous thing — it has resulted in an unwarranted slur on Aldermen Lanskail, Hicks and myself with respect to our reasons for voting against down-zoning ‘of S or 9 potential highrise sites in West Vancouver. Since you gave the matter front page and_= editonal space comment. you should have presented a full. fair and unbiased report for the judgment of readers. To label three aldermen as “developer-backers” when all but one of the 9 sites are owned by individuals living on their homesites, is nonsense and unfair. You could more honestly have stated that Aldermen Lanskail, Hicks and Finlay were the only compassionate ‘Highrise’ aldermen should resign Dear Editor: I refer to your excellent cditorial of November 30, “Moral Obligation”, wherein you point to the large number of West Vancouver peopte totally opposed to any further highnses. Strong interest in gov’ needed Dear Editor: May I take this op portunity to congratulate M. Garland for his/her ex- cellent letter which ex. presses my _ sentiments exactly. I feel at this moment that Canada has a very big problem to tackle not just in the issue of French English language, but our provinces are very divided as to provincial rights etc Add to that the many minonty groups who hve in Canada and Ww becomes that somehow become united very clear we Must l feel uf we were independent Canadians would feel a far greater sense of national pnde Many times I have heard harsh words directed towards Canada = and or Canadians by people who are living here and enjoying one of the best hfe styles in the world 1 always felt 1 should apologize - lately I've been getting angry but maybe it ts our own fault Maybe if we did feel we were building our country inde pendently, respecting the nights and the cultures and traditions of newcomers to our country. they in) turn would feel more respect for us |] really hope wei see a completely united and in dependent Canada very SOOT (Mrs ) Sue € ook North Vancouver council members prepared to stand up for the concept of justice and fair play to protect the mghts of 5 West Vancouver taxpayers being singled out for arbitrary action. There are 65 apartment bullings built or under construction. The 14 remaining sites were con- sidered for down-zoning by council. All members of council (including Mayor Humphreys) voted to ex- clude 5 sites, keeping 4 of the excluded sites as highrise apartment sites. The remaining 9 sites, 5 above and 4 below Marine Drive are now included in a new by-law for down-zoning to RML4 (multiple townhouse development). On two occasions the Ad- visory Planning Commission of West Vancouver on community support and the clear expression of the at- tutude of West Vancouver residents has been con- tinuously shown against any more highnises. In spite of this large input from many ratepayers objecting to further highnses, which is a very widely held sentiment, Aldermen D.A.S. Lanskail, D.B. Finlay and Dr. RN. Hicks voted against a proposed by-law on December | that would have limited future development in high-rise areas in West Vancouver to three-story townhouses and duplexes. I have always understood that aldermen represented the views of the greater number of people tor the greater benefit’ of people. and that the pmmary moral obhgation of council is to the community that elects at However the narrow views of a tiny handful of would be high mse developers. solely concerned with a selfish profit motive has been put before the interests of the LEADERS IN FINE considering the proposed by- laws recommended _ to council to retain in the highrise apartment zone all of the S*.apartment sites above Manne Dnive. At the public hearing many cilizens having no interest in any of the 9 properties were against down-zoning. It was pointed out that a pedestman’s view of the ocean and open space between buildings is far less affected by narrow, north- south facing highnses than massive multiple townhouses covenng most of a site. An increasing need of high quality apartments to house West Vancouver empty nesters wishing to sell their homes but remain lving here was expressed. Gordon Gibson Sr. eloquently advised that council should always be greater number of West Van residents. As Aldermen Lanskail and Alderman Hicks were elected by acclamation in November 1980 to represent the mghts and views of the majority of residents and, being aware of the views about further highrises, I suggest it would be entirely appropnate and equitable for them both to now im- mediately resign their seats and stand again for re- elecuon on their record of voling against the majonity- favoured by-law Alderman Finlays term expires in November 1981 If West Vancouver wishes to retain its quality of living which quality 1s already unfortunately falling in some direchons, and not become a second West End with all its problems of overcrowding. density, crime, lack of parking, fire-hazards ctu | 1 strongly suggest that all other concerned West Van ratepayers write to Council CUSTOM UPHOLSTERED FURNITURE visit our showrooms! On Monday night I offered a compromise — that we down-zone the 4 sites where no owner had objected to the new zoning. This was defeated on a_ procedural ground. | also recommended that if we wish to change the character of the apartment zone in West Vancovuer, we should consider reviewing all of the sites whether presently built on or not. This would be “fair play” instead of discriminating against 5 taxpayers. MALCOLM TINDALE AGENCIES independent Agent i Sponsored by Fidelity Life Ass. Co. David B.
