My psychiatrist says that I can't expect to be able to go back to work for some time, if ever. Someone told me that I might be able to get handicapped benefits from the Ministry of Social Ser- vices and Housing. How would I apply and what would this mean for me? Answer: The benefit you are re- ferring to is called GAIN for hand- icapped. This is financial assistance for people who are un- able to earn their living because of a disability. It would give you more money than welfare. The current rate is a maximum of $658 per month for a single handicapped person. In order to qualify for GAIN for handicapped you must be between the ages of 18 and 64, have an ap- parently permanent mental or physical disability and have vir- tually no other income. You will have to show that because of your disability you need help with normal daily living or that you have unusual ongoing ex- penses for things like special diet, transportation or other needs. You must also show that you cannot be trained or retrained for regular full-time work. You must make an appointment with a financial assistance worker at your local Ministry of Social Services and Housing office. You will find a list of addresses in the blue pages of your telephone book in the Government of B.C. section. Before you go for your ap- pointment you should make a list of all the extra expenses and all the things you need help with because of your disability. Some of these things might include over-the- counter medication, liniment or special footwear if you are physi- cally disabled and sometimes social or recreational activities that are part of medical treatment. Your financial assistance worker will need this information to fill out the application form. Your doctor must fill in a form that says you have an apparently permanent disability. Make sure that your doctor understands the government definition of ‘‘handi- capped.’’ Remind the doctor of all the treatments you have tried and explain how your disability affects your daily life. Your doctor will return the report to the ministry’s district of- fice. Then your worker wi!l check over the form and send it to Vic- toria. It takes four to six weeks for a special committee to make a deci- sion, then the committee will tell your worker and your worker will tell you. You have the right to ap- peal the committee's decision if it is not in your favor. There is an excellent free booklet put out by the Legal Services Society called GAIN for Handi- capped — How to Apply which includes all the information given here, plus more.
