NV social planning raises debate DELAYS IN involving the community in social plann- ing means North Vancouver City Council is backing down on its promise to voters that it would be ac- tion-oriented, Ald. John Braithwaite recently told council. By CORINNE BJORGE Contriduting Writer “Why the stall? Why the non- action?” he asked. ‘‘This pro- crastination really annoys me.’’ Council voted down an earlier motion which would have set up community representation in mak- ing grant recommendations and dealing with social issues and ser- vices. Instead, they deferred any deci- sion on community involvement until the recently-vacated position of social planner is filled. Ald. Rod Clark disagreed with Braithwaite’s accusation that council was stalling. “That’s a crock,'’ he said. ‘‘It's just prudent business practice (to get) more information in light of a new social planner."’ But Braithwaite said by the time the committee was set up, a new social planner would have been hired. “There is no way you could set up a committee between now and next month,’” he said. Braithwaite said it was impor- tant to have community involve- ment on the committee despite past objections from council members. There were a ‘‘number of aldermen present and in the past that don’t want community in- volvement,” he said. Clark said he was not sure council would benefit from having more community involvemeut: ‘It costs money and we're setting up another bureaucracy, another committee. It’s getting out of con- trol,"’ he said. Braithwaite said a committee would be more objective about grants than members of council could be. “You know the kind of pressure we get from certain aldermen who are pushing certain grants,’’ he said. Clark, however, said the current system of allocating grants work- ed. Every council member balances off against the other, he said. The municipalities of North Vancouver and West Vancouver both use community-based social planning committees to assist with grant reviews, according to a report released by Jill Davidson, the city’s previous social planner. your way to HAWAII Play Satellite Showdown Tra Tuesday nights trom $:30pm.
