THE FISHING SCENE Much higher profile portfishing in British Columbia, which has always been a very popular recreational ac- tivity, was given a much higher profile by the previous Minister of Fisheries and Oceans, the Hon. Pierre DeBane. He was one of the first ministers to recognize the true value of the of the sportsfishery to the economy of the country. At a recent National Sport Fisheries Conference held in Vancouver, the former Minister made the following comment: ‘‘By any reasonable assessment sport- fishing is a major economic asset -— an_ indispensable centrepiece in Canada’s na- tional and recreational tourism industries; and it is my opinion that the time has come to manage and develop it to its full economic and social potential.’’ The sportscaught salmon is probably worth ten to twenty times more to the economy than a commercially caught fish; this is not to say that the sportfishing sector should have all the fish, just that they should have perhaps a larger allocation. In 1983 there were 258,992 fesident sport licences sold for saltwater fishing while 29,512 non-residents came to B.C. to enjoy the wide open beauty that our coastline and gulf islands offer, and in so doing purchased saltwater licences. Theses sales brought in a total revenue of $1,732,155. Of the licenced salt- water sportsfishermen: 13% did not fish at all, 9% fished only one day, 9% fished only two days, 50% fished five days or less, 11% fished more than 30 days, 10% of the sportsfishermen catch more than 50% of all the sports- caught fish, 40% caught no salmon at all. OPPORTUNITIES FOR PUBLIC INPUT Consultation is necessary to help Fisheries and Oceans assess the pubtic’s interest and expectations regarding resource use and conserva- tion. Good communication is required to ensure the public is aware of management plans, actions and developments within the department as well as the state of the resource and its needs. There 1s a SPORT FISH- ING ADVISORY BOARD which was set up in 1964 to advises the department on tidal and non-tidal sport fishing matters. The Board consists of twenty voting members selected from various sportfishing groups as well as a number of government people.
