It is the Decision Band Method of job evaluation. Before describing the method, let me explain why job evaluation is so im- portant in the “equal pay” debate. The “job ghettos” that Mr. Schreck refers to are created by many complex causes, of which wage discrimination is only one (albeit an important one). This problem can be mitigated and the “equal pay” problem eliminated by Thatcher? Isn't she doing exactly the same thing?
