Van proposed recycling plan will — substantially . burden... the taxpayer with additional expense and will defeat conservation further. He was specifically concerned with. the cost of. individual residents delivering their recyclables to the Municipal Recycling Depots. ' Mr. Brooks is correct in assuming. that Depot systems - are not ““eost-effective. _ Although: it’ does not require any taxpayers’ money’ to Operate -the “depots, it does "cost the.individual taxpayers money and ‘energy to deliver their ‘recyclables’ to | the Depots.
