There's exasperation in British Columbia
with delays and confusion in aboriginal
treayy negotiations, And that exasperation is
growing in both aboriginal and non-uborig-
inal communities.” :

The B.C. Liberal Party is ready to move on
this important, long overdue issue. On June
21, Liberals issued a discussion paper out-
lining these basic standards for negotia-
tions:

Openness to tire Public All British
Columbians have a stake in treaties, so
negotiations must be open to the public at
large, with easy access to clear information,
Community Involvement Areas which
could be alfected by treaties must have a
voice in negotiations,

Protection for Private Property Existing
property rights must be protected — and that
includes not only fee simple ownership of
land, but leases and licenses, as well.

One Law for AU There cannot be special
property rights for any group. Laws must be
fair, just and non-discriminatory.:
No_More interim Measures Stop-gap
agreements are not acceptable, Resources
should not be dealt with according to pri-
vately made, ad hoc decisions.: What is
required. is open negotiation of final and
binding treaties. -
