Although it registered 7.1 on the Richter scale, its epicentre lay far from major urban areas, Sparing all but several locations on Vancouver Island from minimal damage. Seismologists are reluctant to predict an earthquake is imminent or that the Lower Mainland is overdue for a sizable shaking, but they do point out that earthquakes seem to be occurring in cycles of 20 to 30 years in the Pacific Nor- thwest. David Vogt, of the Geophysics and Astronomy Department of UBC, points out that there are two thecries explaining the absence of a significant earthquake during this period. “One is that the relative youth of our geological area combined with a muddy sort of subsea soil creates an elastic and pliant sub- duction of one tectonic plate beneath the other where the plates converge off the coast of our area. Ross Road Elementary School in Lynn Valley began an earthquake preparedness program in 1985 and in the fall cf 1986, instituted earthquake drills ~- similar to fire drills — as part of its regular school safety routine. “People sometimes think that the fire department, the police or Emergency Health Services will be right there attending to their needs after an earthquake,”’ said Jeff Jefferd, emergency program coor- dinator. “This is often impossible. In most earthquakes, we might find response equipment such as fire trucks, ambulances and the like to be trapped inside damaged buildings. Emergency organiza- tions would likely require the assistance of neighboring municipalities resulting in an in- creased response time.”' After a major disaster such as an earthquake, the public would perhaps be-on their own for up to 72 hours.
