Arts group faces change NSAC appointments to come By Layne Christensen — Community Report, THE North Shore Arts Commission (NSAC) faces the new year with the challenge of promot- ing arts on the North Shore without the sup- port of West Vancouver. The District. of West Vancouver first announced its intention to cut funding to the tri-municipal agency last May during discussions between the mayors and NSAC’s executive committee on the future of NSAC. West Vancouver gave formal notice of its intent to withdraw from the commission ina June 26 letter to commission chair- man Don S. Williams. Williams said he’s why West Vancouver out. “All we could figure out is that they agreed with us that the old commission wasn’t working. Bur they didn’t want any of the changes we pro- Posed.” The proposed changes include a restructuring of the board and a new cultural plan for the North Shore. The City of North Vancouver council endorsed the recommended changes on Dee. 9, The same recommen: dation comes before Distact council Jan. 6. The new system calls for commissioners to be appointed by council. Four seats are to be appomt- ed by the City of North V uver and seven by the ict. Previously, commissioners. CT cies, including = Capilano College and the North Shore school boards and arts councils. According to Williams, commissioners, were “more concerned with the politics” than with getting things done. The —srestructuzing is designed to attract “people who are passionate about the arts,” people who are “willing to bring their ideas and energy and time to really g@ to work and not simply sit at a round table and pass a motion.” Bur West Vancouver Mayor Pat Boname sees the commis- sion's proposed change “from being a policy-making body concerned with long-range planning to an operating body working on smali projects” as a duplication of services. Boname is not convinced that a restructured commission will be any more effective. “I don’t think it will work — cer- tainly not for us and probably not for them either.” appoiniment for ‘the.-1] ‘non-paid positions yéars,"ro begin t this month. : arts nis a municipal agency that was estab- in: 11989 ts'mandate’is to enhance the quality of life |. the | ‘Prom stion. of arts as both sf Council: application pick a at ‘municipal hail, 4th St: int ‘the’ city;:355.W.: Queens Rd. in the dis.” -residents can call the munic-. 76 District residents can SITES FOR DEC. 16. 1996 TO JAN. 6, 1997 North Van Vancouver E.
