The interest-shielding program terminates at the end of February, 1991. Saskatchewan has the Saskatchewan Mortgage Assistance Program. This subsidy program offers home buyers an interest rate “cap”? of 10% per cent on the first $50,000 borrowed towards a mortgage. At present, Manitoba and Newfoundland have no pro- vincial home ownership assistance program. The Province of Quebec offers a downpayment assistance program, which assists families with a por- tion of the downpayment required for their first prin- cipal residence. Applicants must have a child under 18 years of age to qualify. In New Brunswick, the Downpayment Assistance Program is designed to help low to middle income fami- lies buy or build a modest first home. To qualify, the applicant must produce a Provincial incentives differ five per cent downpayment. Prince Edward Island provides long term loans to local credit unions, and in turn, the credit unions use the funds to provide home- owners with conventional mortgages. This ensures that prospective homeowners have access to conventional mortgage financing at fair market rates.
