Hydro blocked responsible _ par- ucipation by B.C. residents who would be affected by the Cheek ye-Dunsmuir transmission project. The facts are that from 1976 to 1980 Hydro took part in more than 30 _ public meetings concerning _ the project which is required to supply electricity to Van- couver Island. That is only part of the story. On March 25, ten days before Mr. Hunter's column appeared, the commission reinstated the industrial rate increases it had ordered refunded.
