John Lakes who had chaired a committee with Ald. Baker and Powell as members - strongly recommended that the District take firm position against the establishment and recognitipin ° of regional district as a level of government. The committee also recommended that the regional district should be continued as a co-operative joint venture which has for its purpose the best benefit | for all of the taxpayers in that regional district. The report proposed that District Council should designate water supply and services, sanitary sewer ‘services and hospitals as being services that are mandatory for a joint venture participation in a regional district - recognizing that there is the greatest benefit to all the taxpayers of Vancouver by the man- datory participation in these matters. _ Vancouver -says ' Greater When i it comes to restraint in public spending West already ahead ‘of the game,” Mayor. He went on to point out that, since November 1978, the municipality has had a tax task force under the chairmanship of Chuck: But committee members ‘also felt that some services should be reviewed to decide whether they should be mandatory or optional - citing transportation and regional planning as examples. They recom- mended that all other ser--_ vices be both optional and on a contractural basis.
