Lynn Valley residents want shooters removed A TRIPLE-BARRELLED attack on the noisy problem of shotgun fire from the North Shore Skeet Club (NSSC) was approved Monday night by North Vancouver District Council. Compiaints from Lynn Valley residents about noise from the two gun clubs operating in the Seymour Demonstration Forest have zeroed in on the NSSC since January. : Results of noise testing by North Shore Health officials in March: confirmed that shotguns used at the NSSC do not exceed allowable noise bylaw levels. But residents have continued to pressure council to have the club moved off the North Shore or placed ,under cover to cut the noise created by shooting firearms. In the most recent of the Lynn Valley Community Association’s many letters on the topic, associa- _tion president Ron Beesley said, “The shooting of guns is a noisy and disturbing activity. The noise from the gun ciubs is so loud that it can be heard. over two kilometres away. Nothing can be ‘done to make gunfire noise pieas- ant, except to eliminate it.”’ Lynn. It states: ‘‘No person may make or cause or allow to be made by any person, animal, bird or thing any noise or sound in or on a highway or elsewhere within the District of North Vancouver which disturbs or tends to disturb the quiet, peace, rest, enjoyment, comfort or convenience of the neighborhood or of persons in the vicinity.’’ Beesley and others believe that a formal complaint with over 180 signatures constitutes evidence of a breach of the bylaw’s section 4a. But Plunkett said section 4a “can only be applied once there has been a successful prosecution or an injunction sought.” Without prosecution the district cannot inform the GVWD that the is. contravening the’ municipal noise bylaw and request that the club’s lease be termi- nated. Nevertheless, council also resolved that if the NSSC is found - to be in violation of section 4a of the noise bylaw, “the GVWD ter- minate the lease.’’.
