Noises with a reading higher than 80 decibels are classified as “annoying’’ and could cause hear- ing ditmage to people. The bylaw splits the district into ‘quiet zones’, and ‘activity zones’, and ‘classifies noises as either ‘con- tinuous’ or ‘discontinuous’. Higher noise levels. would be permitied in activity zones than in quiet zones. Ald. Stephen McMinn balked at that cost, saying the price-tag for enforcement exceeds the average cost for most other bylaws. “If the district had to pay $20,000 for every bylaw,’ said McMinn, ‘‘we'd -be out of ousiness. | think that sum is too much.” But Ald. Ernie Crist argued that district’s current noise bylaw — structured as a ‘‘nuisance’’ type regulation — is useless.
