C8 - Sunday, September 11, 1983 - North Shore News FROM PAGE C2 various other occurrences. It should be noted that 1,255 calls were received during the months of July and August alone. September averaged about 10 calls per day. Even though 342 lives were saved, 25 people still died as a result of marine related incidents in 1982, up two deaths from 1981. While it is law for all vessels over 5.5 metres (18 feet) in length to carry specific types of flares, as set out in the Small Vessel Regulations the safety con- scious small boat owner would be well advised to -the Canadian Coast Guard based in Vancouver. There are several makes of marine distress flares on the market but not all are approved James said. “Always look for DOT (Department of Transport) approval number as well as date of manufacture when purchasing flares,” warns James. The number should start with “32.” Some flares offered for sale as marine flares do not have DOT approval and are simply “road flares without the spike,” he says. While . they may be suitable for land use by lost or disabled hikers and hunters or those broken down on the highway, they properly after immersion in water for one minute, but damp flares could prove useless. Distress signal approval is limited to four years from date of manufacture (not purchase date) at which time they should be discarded. Expired flares could mal- function’ or sufficient luminous intensity (referred to as _ candela) when activated as proven in a demonstration by James. “Verse yourself with all types of flares,” suggests James who adds that daylight and nighttime distress signals should be carried. Most sellers of flares are knowledgeable about each provide in-. considerably, so be sure to shop around. As the shelf life of a flare shortens, shop owners may give discounts on purchase price according to time left. Most flares are manu- factured in the United Kingdom, West Germany and the United States but not all perform the same ‘way. James points out that while the majority of signals are instant release, others may have a four to six second delay. Knowing how a signal will respond when activated is important. Read in- structions carefully. If the signal does not respond after a few seconds, don't take any chances by looking‘at it emergency while, at the same time, being warned about the danger of misuse. Some distress signals are activated by pulling a lan- yard or releasing a striker while others are fired from a pistol. Once released the noise and speed of some flares can startle the unwary. Because of the brightness of flares, avoid looking at them directly during release and while they are burning. There are four groups of pyrotechnic devices to choose from - A, B, C & D- one for daylight use, two for nighttime use and one for either. Type A is a parachute type nighttime signal consisting of height of 230 metres (750 feet). The minimum of 25,000 candela and burns out approximately 145 (150 feet) above the water while attached to a fireproof parachute which floats to the sea. This distress signal should also be able to function adequately if fired at a 45° angle. Type B is for nighttime use and consists of two or more red star shells contained in a rocket fired from a pistol. When fired vertically, the stars should reach a height of at least 91 metres (300 feet) and fire within 15 seconds of one another. Each star burns for a four second interval with a luminosity minimum Star has a- suitable for daylight use also. This hand held. signa! is activated by releasing a-wire handle and striker. The flare produces a bright red light with luminosity potential of at least 15,000. candela for.a period of one minute, and is best observed from the air due to its limited visibility at the horizon, water level or line of sight. Type D is a mechanically ignited daylight distress signal which produces dense orange smoke when activated, the duration of which ‘should fast not less than 3 minutes. The flare can be hand held but may become too hot to hold in include the use of arm signals, distress cloth, flash- light and radio, are outlined in the Canadian Coast Guard Safe Boating Guide. Also useful are battery opérated strobes some of which can fit conveniently in the sleeve of a Personal Flotation Device (PFD) and be dropped into the water during emergency. Flares that have reached the expiry date printed on them should be taken to the Canadian Coast Guard nearest you for eventual demolition by the Canadian Armed Forces.
