Vancouver City. Mayor and GVRD chairman Gordon Camp- bell appointed Sager to the Regional Budgets and Administra- tion Committee post during his 1993 inaugural speech to the GVRD board on Jan. 29. With plans to spend $2.2 billion on capital works within the region during the mext. decade, the GVRD’s fiscal responsibility is of prime concern to most GVRD member municipalities. in the Lower Mainland. “T feel. this is a first step to bringing financial accountability to’ this-, massive organization,’’ Sager told the News. ‘“‘We’ve got to get a handle on these things.”’ Sager is continuing work he took up fast year with his ap- pointment, as ,head of a GVRD~ and ad- -‘task force on ‘audit ministration. But Campbell said the GVRD is: acting on direction from Lower Mainland residents, who have said in their input into the region's Creating Our Future plan, that they want a “cleaner, healthier and more secure future’ for their region. Those goals have spawned ini- tiatives such as the new air quality bylaw that uses the polluter-pay principle to improve the air. Through its water conservation program, the GVRD is restricting activities within North Shore wa- tersheds and protecting water supplies with earthquake-proofing improvements fo dams. It is also attempting to improve local water quality through sewer Lanes To maintenance and secondary sewage treatment. Sager said he is alarmed at the cost of building secondary sewage facilities, He is also concerned about the cost of incorpcrating a GVRD- wide unitary sewerage system. “That would have enormous cost implications...it's something we're opposed to,” said Sager, who will be part of the 1993 sewerage and drainage committee.
