North Vancouver District is also a safer place to live as a result of these efforts. President of the CCPA Jean Belanger will be making «& pres- entation to Mayor Marilyn Baker, at the April 10 meeting of North Vancouver District Council. According to fire chief Archie Steacy, the district and the fire department have worked closely with CCPA and its local members on the CARE Community Awareness and Emergency Response program. There are three chemical manu- facturers in North Vancouver District: Canadian Oxy, Albright Wilson and Mohawk Oil. Another program is TRANSCARE, which has to do with awareness and cmergency response to chemical goods trans- ported through the community. The district tested some of its emergency response procedures last September with a mock chem- ical spill involving the railway. “It was an excellent exercise, revealing some of the good things and some of the poorer aspects of our response plan. It was a iearn- ing process,’’ reported Steacy. The district also has written an einergency response plan for local schools which has created a lot of interest from other school districts. Steacy’s expertise has been in- demand in recent times,.such that he has been invited to give talks at seminars in Toronto, Edmonton and Vancouver, and may travel to Halifax for a seminar in May. Human rights statue funded NORTH VANCOUVER Ci- ty’s name will be etched into the base of an Eastern Ca- nadian statue created to protest human rights abuses after it- donated $500 to aid in the statue’s construction. _ By CORINNE BJORGE Contributing Writer The statue will be .‘‘the first monument of national significance to be erected in Ottawa, since the War Memorial,”’ according to Joe Sadowski, the executive director of the Canadian Tribute to Human Rights. John Braithwaite said council should re- consider donating funds because the Federation of Canadian Municipalities had not contributed money as anticipated. He said sev- eral other municipalities had taken the lead by individually commit- ting funds. Ald. Stella Jo Dean said it was not within the city’s. mandate to support this type of expenditure. She quoted the city’s Mission Statement which says city council should be responsible for ‘‘the provision of effective government (to) ...maximiz(e) the city’s poten- tial.”’ But Ald. John Braithwaite said support from council would put into action the weekly city procla- mations that supported various human rights’ groups. Council had supported an earlier motion pro- claiming March 21 the Interna- tional Day for the Elimination of Racial Discrimination in the ‘City of North Vancouver. Braithwaite also emphasized the contribution was a ‘“‘one-time’’ expenditure.
