He presumes City’s treasury department would calculate a mill rate on whatever assessments were recorded by the Court of Revision by March 31 — the final date for declaration by that court. Any changes that might be made later as a result of an appeal decision, he thinks would be adjusted by further bills to taxpayers for underpayments or refunds for overpayments.
