such an increased borrowed
amount would be absorbed
by cutbacks in the budget.

Meanwhile, he is already
worrying about what date
District would list on its tax
bills as the penalty date for
overdue payments and
thinks it might well require
changes to be made to the
bills.

North Van City Ad-
ministrator and Clerk Ed
Raymond sees City handling
the situation differently if its
tax bills are likely to be af-
fected by any outstanding
appeal decision.

He presumes City’s
treasury department would
calculate a mill rate on
whatever assessments were
recorded by the Court of
Revision by March 31 — the
final date for declaration by
that court. Any changes that
might be made later as a
result of an appeal decision,
he thinks would be adjusted
by further bills to taxpayers
for underpayments or
refunds for overpayments.

As with District, City

increase that loan cost.
