Council and staff have been
grappling with the wording of
bylaws that would form Phase
Two of West Vancouver's “bulk
housing’’ regulations for many
months.
But adoption of the bylaws
teceived a serious setback recently
when Nicholls pointed out that
they could have a dramatic impact
on zoning density throughout
West Vancouver.
The intent of the bylaws has
been to provide West Vancouver
with discretionary control over
new development on steep moun-
tainside properties in the
municipality.
But the strict controis built into
the bylaws could also prevent
good development.
“We're dealing with difficult
lots in this bylaw and trying to
give council a tool that it doesn’t
yet have,"* Nicholls said Monday
night.
