BY IAN NOBLE News Reporter NORTH VANCOUVER- SEYMOUR Liberal MLA Dan Jarvis renewed his call for North Vancouver-Lonsdale MLA David Schreck to resign his seat on B.C. Hydro’s board Thursday. New Democrat Schreck was appointed to the Hydro board in October 1993, He dis- missed Jarvis's bid as that of a desperate politi- cian trying to create a phoney issue. The crux of the Schreck versus Jarvis battle is whether Schreck should have become aware of a Cayman Island connection to a deal, which benefitted NDP insiders, during estimates debates in Victoria on June 22 last year. That debate receives two pages of copy ina 171-page interim report released Tuesday by Brian Smith, the B.C. Hydro chairmau review- ing a scandal that some say cost Schreck a cab- inet seat. According to B.C. Liberals, B.C. Hydro International created a corporation called Intemational Power Corporation (IPC) and then sold it to NDP friends, Hydro insiders and others. In turn, IPC and B.C. Hydro established a third corporation called BCHIL Power Ltd. BCHIL Power then incorporated a joint ven- - ture in the Cayman {slands that would help build a thermal plant in Pakistan. When the Liberals released details of the deal in February, it rocked the government. In last sunumer’s debate, held in a commit- tee room in Victoria. Jarvis asked then- Investinent Minister Glen Clark about the structure of the Pakistani plant deal, and whether or not it would still be registered in Grand Cayman. Jarvis noted Glen Clark said “those are really good questions” before giving an answer that never did touch on the Grand Cayman issue. But Clark did give a detailed explanation of the deal, saying investors could expect a 4% retum on a “very attractive deal.” According to the report, Sehreck said he didn’t hear the reference to Grand Cayman in Jarvis’ question. Schreck had just assumed the chair a few minutes prior to Jarvis’ questions and had not focused on questions or caught the reference to Grand Cayman, said the report. However, just before Jarvis’s questions, Schreck had interjected in a debate. Schreck agreed he was listening then, but didn't pay close attention to Jarvis’ question soon after. “Anybody who has listened to Daniel Jarvis’ flow-of-consciousness-style of debating would not pay too much serious attention,” he said. That’s a complete cop out, said Jarvis. adding Schreck’s job was to listen. “He's admitted he’s not doing his job as chairman of the debate,” said Jarvis. , The review concluded nobody present at the estimates debate followed up on the reference to Grand Cayman, though it would have been prudent for Clark to do so. Schreck said he heard nothing of the Cayman connection until the Liberals publicized it in February. Jarvis originally called for Schreck’s resig- nation in February, saying board member Schreck should have questioned the joint ven- ae ture, Schreck said it is impossible to know. all that goes on in a firm the size of B.C.
