The aim of a general strike is purely political -- to overthrow the government or render it ineffective. To succeed in that, two conditions must be met. Firstly, the issue must be so damaging or threatening to the citizenry as a whole that the extreme step of a total work shutdown can be justified. Such a situation may have existed in Winnipeg in 1919, in the U.K. in 1926 and, more recently, in Poland, but in practice it arises only rarely. Secondly, in the case of a democratically elected government, a _ successful general Strike most command wide public acceptance, extending far beyond the strike organizers and their immediate followers. In order to subvert an elected government, the implicit consent of those who chose it is essential. Clearly, neither of these conditions begins to exist with the Labor Code issue -- as IWA president Jack Munro and even B.C. Fed president Art Kube have been quick to recognize. The non-unionized two-thirds of B.C.’s work force may question certain details of the current Socred program but every survey continues to indicate their majority support for its general thrust. ' Like many union members, their primary concern is to avoid any setback to B.C.’s still fragile economic recovery. That’s the message Mr. Gerow and his hotheaded pals don’t seem to have got yet.
