Service deal backed

AN INTERIM services agree-
ment between the Squamish
Indian Band and West
Vancouver District Council
was approved by the munici-
pality on Monday.

The agreement must also be
signed by the band council.

Through the agreement, West
Vancouver will continue to pro-

vide a number of municipal ser-
vices to lands within the Squamish
Band reserve.

The municipality will continue
to receive 75% of the taxes collect-
ed by the band, in return.

Since 1993, the band has col-
lected taxes from certain lands,
such as Park Royal South, - areas
that were formerly taxed directly
by West Vancouver.

Residents have been lobbying
for municipal action to help them
preserve a quaint area that has large
“underbuilt” lots considered ripe
for “monsier” house construction.

Lower Caulfeild, located on the
waterfront near Lighthouse Park, is
known for its ambiance, landscap-
ing and variety of housing styles.

Coun. Allan Williams com-
mended staff planner Laura ‘Lee
Richard for her extensive efforts to
come up with a way of preserving
the ambiance.

The concept of conservation
area designation, if approved, will
not stop development or renovation,
but will encourage construction that
conforms to a list of guidelines
compiled by the neighborhood.

These guidelines include respect
for the existing feel of the neighbor-
hood, neighborliness, a balance of
hard and soft surfaces, retention of
healthy vegetation and rock out-
croppings and minima! impact of
driveways, garages and visitor park-
ing.

Anyone wishing to build or
make exterior changes in Lower
Caulfeild would have to obtain an
alteration permit. Major changes
would require staff planner
approval.

Applications that don’t conform
to the prescribed guidelines and
zoning bylaws will have to go
before an advisory body or munici-
pai council.

Council recently agreed to send .

the concept and the necessary legi
lation on io the next step in the
process, namely the planning com-
mittee of council.

Coun. Rod Day noted that con-
servation area designation, if suc-
cessful, could be implemented else-
where in the municipality.

People living just outside of the
Lower Caulfeild area have been
requesting inclusion in the pro-
posed designation scheme.
